NEW HAVEN -- Detectives used a computer overlay and shoe leather as investigators swept through two city neighborhoods Tuesday, serving warrants Dimmable LED Down Light K1018 2x3x1W / 2x3x3W and hoping to shake the tree to solve a string of unsolved homicides.
More than 40 detectives set out, focusing on the Newhallville and Dixwell neighborhoods, attempting to serve anything from motor vehicle to felony warrants. Nine people were arrested and 15 warrants served, police said Wednesday, and two others were arrested on unrelated matters. But police Chief James Lewis said there was a larger goal in the operation.
Five people have been slain in the two neighborhoods since early October. No one Dimmable LED Down Light K1031 - 8x1W / 8x3W has been arrested. Lewis said the department, with FBI help, tried a new strategy in an effort to develop new information in the cases. The department created a map of the area in which the killings spiked and used an FBI computer program to overlay all pending arrest warrants for people in the same geographic footprint.
While the effort did clear some warrants, the greater objective, Lewis said, was to put detectives investigating homicides and shootings in contact "with a group of people who might see things."
Overall, homicides were down 48 percent in 2009 from a year before and shootings down by about 11 percent. While final crime numbers aren't yet audited, preliminary figures show the city will finish with about 9,000 "Part 1" crimes, the lowest in recorded history, Lewis said. Part 1 crimes are eight major crime categories the FBI tracks.
But the city experienced a significant spike in killings in the last four months; most happened in those two neighborhoods. From October through the end of the year, there were six homicides citywide and four of those were in Dixwell and Newhallville. In 2010, there was another killing in Newhallville.
Lewis said police are following up leads in all of the homicides. He expressed confidence

The targeted warrant sweep was a new approach. Working with the FBI and warrant records from the state, an overlay was created and detectives visited about 100 addresses to serve warrants.
